Registration is now open for the 14th annual conference for Open Education research, practice and policy!
The conference is organised by ALT, the Association for Learning Technology, in partnership with UHI, the University of the Highlands and Islands. The conference takes place, 4-6 April 2023.
OER23 will bring together the strong Scottish Open Education movement and international participants to leverage our shared expertise for change in policy and practice. The conference will be co-chaired in partnership with the GO-GN Global OER Graduate Network, connecting emerging researchers and a global perspective with local and national knowledge.
The conference will put the spotlight on Advancing Open Education Practices through five themes:
- Celebrating the impact of Open Education and OER;
- Open Education research and policy around the globe;
- Open Education in Scotland – celebrating 10 years of the Scottish Open Education Declaration;
- Embedding and supporting Open Education through curriculum design;
- Wildcard. Creative practice in relation to openness.

Registration FAQs
- Do you offer a discount for speakers? Yes! Speakers are entitled to register at the ALT Member rate, which is our lowest rate. If you are already a Member and speaking at OER23, you automatically get the lowest rate.
- What is the registration deadline? The deadline to register to attend in person is at least 2 weeks before the event. Online registration will stay open until the event, but we advise that you register as early as possible. Speakers need to be registered by the speaker registration deadline (which is included in your acceptance email).
- Is there an ‘Early Bird’ discount? We do not offer an ‘Early Bird’ discount for OER23 as we do not want to disadvantage anyone who may take longer to decide on their attendance.
- Is accommodation included? Accommodation is NOT included in the registration fee. There is a wide range of accommodation available on campus and in Inverness more generally.
- Are all sessions available online? OER23 takes place in person and online but not all LIVE sessions are synchronously available online. We LIVE stream keynote sessions, and usually record parallel in-person sessions where we have permission and make these recordings available post-event. As an online participant you will have access to all online sessions and a dedicated OER23 Discord server to connect and network with participants, speakers and committee members.
- Can I change to present online? If you are presenting at OER23 and are due to present in person, please let us know about a change of plans as soon as you can. We will do our best to assist you and accommodate a change to presenting online.
